Position Overview
Citadel Security USA is seeking an experienced Armed Program Manager to oversee day-to-day operations, personnel, compliance, and client service across assigned accounts in Denver.
This position is responsible for keeping operations organized, ensuring staffing requirements are met, maintaining employee qualifications, and monitoring service quality. The Program Manager will work closely with field personnel, supervisors, clients, and company leadership to address operational needs and maintain consistent performance.
The ideal candidate brings significant leadership experience, strong organizational skills, and the ability to make sound decisions while managing multiple priorities.
Core Responsibilities
Program & Operational Management
- Oversee daily operations across assigned locations and ensure contractual requirements are being met.
- Monitor staffing levels, post coverage, employee attendance, and operational performance.
- Coordinate with supervisors and field personnel to resolve scheduling and coverage issues.
- Review operational activity and identify areas where procedures or service delivery can be improved.
- Ensure assigned personnel understand and follow applicable post orders, company procedures, and client expectations.
- Address operational issues promptly and escalate significant concerns to senior leadership.
Workforce & Scheduling
- Build and maintain employee schedules based on contract requirements and staffing needs.
- Monitor overtime, open shifts, absences, and other labor-related concerns.
- Coordinate coverage when staffing changes occur.
- Track employee performance, attendance, and overall reliability.
- Work with recruiting and operations teams to support staffing needs.
- Help maintain appropriate staffing levels across assigned locations.
Licensing, Compliance & Qualifications
- Monitor required licenses, credentials, training, and qualifications for assigned personnel.
- Ensure armed personnel maintain required documentation and remain eligible for assignment.
- Review compliance records and follow up on missing or expired requirements.
- Conduct operational reviews to identify potential compliance concerns.
- Maintain accurate personnel and program records.
- Support corrective actions when operational or compliance deficiencies are identified.
Client Relations & Service Quality
- Maintain regular communication with client representatives and designated contacts.
- Address client questions, concerns, and service-related issues professionally.
- Monitor service quality and follow up on performance concerns.
- Conduct or coordinate site visits and operational reviews as needed.
- Provide management updates regarding staffing, incidents, performance, and client concerns.
- Build professional working relationships that support consistent service delivery.
Recruitment & Employee Development
- Participate in recruiting and selection activities for assigned positions.
- Assist with employee onboarding, orientation, and assignment placement.
- Support training and development efforts for officers and supervisors.
- Provide coaching and performance feedback when appropriate.
- Identify performance concerns and work with leadership to determine appropriate action.
- Encourage professional conduct, accountability, and consistent adherence to procedures.
Equipment & Asset Management
- Maintain accountability for assigned uniforms, equipment, and operational assets.
- Monitor the condition and availability of required equipment.
- Coordinate replacement or replenishment of equipment when necessary.
- Maintain accurate records of company-issued property.
- Ensure personnel use assigned equipment appropriately and according to company requirements.
Reporting & Administration
- Prepare operational reports, staffing updates, and management summaries as required.
- Review incident documentation and ensure significant matters are communicated appropriately.
- Maintain accurate program records and administrative documentation.
- Track operational trends and provide recommendations to leadership.
- Handle sensitive personnel, client, and operational information with appropriate discretion.
Required Qualifications
- Valid driver's license required.
- Minimum of 10 years of law enforcement experience preferred.
- 10 years of military experience may be considered in place of law enforcement experience.
- Previous leadership, supervisory, or management experience.
- Strong organizational and time-management abilities.
- Excellent verbal and written communication skills.
- Ability to manage multiple locations, personnel matters, and operational priorities.
- Ability to exercise sound judgment when handling sensitive or time-critical situations.
- Ability to successfully complete required background screening and company onboarding requirements.
