Position Overview
Citadel Security USA is seeking an experienced Human Resources professional to oversee compliance administration, employee relations, benefits operations, and HR team support across a multi-state workforce.
This position serves as a key operational partner to the Director of Human Resources and plays an important role in maintaining regulatory compliance, supporting managers, overseeing HR processes, and ensuring employees receive consistent, professional support throughout the employment life cycle.
The ideal candidate is detail-oriented, highly organized, and capable of balancing multiple priorities while handling confidential matters with professionalism and discretion.


Key Responsibility

Employment Compliance & Regulatory Administration

Responsibilities include:

  • Administering leave programs, including FMLA and Colorado FAMLI
  • Tracking eligibility, certifications, notices, and protected leave documentation
  • Coordinating ADA accommodation documentation and interactive process records
  • Maintaining OSHA recordkeeping requirements, including OSHA 300 and 300A reporting
  • Supporting ACA eligibility tracking and measurement period administration
  • Assisting with compliance related to HFWA, FLSA, and applicable state employment regulations
  • Maintaining personnel records and document retention practices in accordance with company requirements
  • Monitoring compliance programs across multiple operating states


Employee Relations & Workplace Support

This role serves as a resource for managers and employees by:

  • Conducting employee relations investigations and documenting findings
  • Assisting leadership with performance management processes
  • Providing guidance regarding corrective action documentation and workplace conduct concerns
  • Supporting conflict resolution efforts and employee communications
  • Escalating sensitive or complex matters to senior HR leadership when appropriate
  • Promoting consistent application of company policies and procedures


Administration Benefits

Key duties include:

  • Managing employee benefit enrollments and eligibility administration
  • Supporting ICHRA medical plan operations and eligibility tracking
  • Administering dental, vision, and supplemental insurance programs
  • Coordinating annual open enrollment activities
  • Serving as a liaison between employees, carriers, and benefit providers
  • Reviewing benefit invoices and assisting with payroll deduction reconciliation
  • Maintaining records supporting ACA compliance requirements
  • Responding to employee benefit inquiries and escalated issues


HR Systems & Data Management

The successful candidate will:

  • Maintain employee records within the HRIS platform
  • Support onboarding workflows and compliance reporting processes
  • Perform routine audits to ensure data accuracy
  • Monitor workforce records for completeness and consistency
  • Assist with reporting and system maintenance activities
  • Support driver qualification and MVR tracking programs


Team Leadership & HR Operations

Responsibilities include:

  • Providing day-to-day directions to HR Generalists
  • Reviewing work for accuracy, timeliness, and compliance
  • Delegating assignments and balancing departmental workloads
  • Supporting professional development and ongoing training efforts
  • Monitoring onboarding, employee record maintenance, and compliance-related workflows
  • Assisting with process improvement initiatives across HR operations


Onboarding, Offboarding & Employment Documentation

This position will help oversee:

  • New hire documentation and onboarding compliance
  • Position change documentation and employment status updates
  • Separation processing and personnel record maintenance
  • Background screening coordination and documentation review
  • Employment authorization record compliance
  • Pre-employment workflow administration and tracking


Audit & Risk Management Activities

Additional responsibilities include:

  • Conducting routine compliance audits
  • Reviewing personnel files and employment documentation
  • Monitoring certification and training records
  • Supporting internal compliance reviews and reporting initiatives
  • Assisting with EEO-1 data validation and reporting preparation
  • Maintaining documentation readiness for audits and regulatory reviews


Workers' Compensation Administration

The Human Resources Manager will also:

  • Coordinate workers' compensation claim intake and reporting
  • Maintain claim documentation and related records
  • Monitor claim activity and communication with carriers
  • Support documentation audits and compliance reviews
  • Assist with administrative processes related to workplace injuries


Qualifications

Required Experience

  • Minimum of five (5) years of progressive Human Resources experience
  • Experience supporting compliance programs, employee relations, and HR operations
  • Prior supervisory, leadership, or team management experience
  • Experience administering leave programs and employment-related documentation
  • Experience managing HR systems and employee records
  • Strong understanding of confidentiality and professional judgment


Knowledge & Skills

Successful candidates should possess:

  • Working knowledge of federal and state employment regulations
  • Understanding of FMLA, ADA, ACA, FLSA, OSHA, and related compliance requirements
  • Strong investigative and documentation skills
  • Excellent organizational and time-management abilities
  • Ability to manage multiple priorities simultaneously
  • Effective written and verbal communication skills
  • Strong analytical and problem-solving capabilities
  • Advanced attention to detail and accuracy
  • Proficiency with Microsoft Office applications, including Excel and Teams


Preferred Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Leadership, or a related field
  • SHRM-CP, PHR, or similar professional certification
  • Experience with Paycor or comparable HRIS platforms
  • Background supporting multi-state or geographically dispersed workforces
  • Experience managing benefit vendors, brokers, and insurance carriers
  • Familiarity with compliance reporting and workforce analytics


Additional Requirements

  • Must be at least 18 years of age
  • Must be authorized to work in the United States
  • Must successfully pass a pre-employment background check
  • Must be able to provide professional references upon request
