Position Overview
Citadel Security USA is seeking an experienced Human Resources Compliance Manager to support multi-state HR operations, employee relations, compliance administration, and benefits coordination across the organization. This position plays a key role in maintaining HR operational standards, supporting workforce compliance initiatives, and overseeing HR administrative processes in partnership with company leadership.
The role combines compliance oversight, HR systems administration, employee support, and supervisory responsibilities within a fast-moving operational environment. Candidates should be highly organized, detail-oriented, and comfortable managing multiple priorities involving employment compliance, leave administration, and HR data management.

Key Responsibilities

Compliance & HR Operations

  • Support multi-state HR compliance programs involving ACA tracking, FMLA administration, Colorado FAMLI processes, ADA accommodations, and OSHA recordkeeping
  • Administer leave-of-absence documentation, certification tracking, and protected leave records
  • Coordinate ADA accommodation workflows and maintain interactive process documentation
  • Maintain OSHA logs and assist with annual OSHA reporting and posting requirements
  • Support consistent application of employment policies across multiple jurisdictions
  • Maintain organized personnel documentation and record retention practices

Employee Relations & Workplace Support

  • Serve as a primary HR contact for employee relations matters involving field personnel and operational staff
  • Conduct workplace investigations and maintain accurate documentation of findings
  • Provide guidance to supervisors regarding corrective action processes and workplace policy application
  • Assist with escalated employee concerns and compliance-sensitive HR matters
  • Support consistent administration of accommodation and leave procedures

Benefits Administration & Vendor Coordination

  • Administer medical, dental, vision, and supplemental benefit processes
  • Coordinate benefits eligibility tracking and support ACA-related administration
  • Serve as a point of contact for benefits vendors, brokers, clinics, and related service providers
  • Assist with annual open enrollment coordination and employee communication efforts
  • Review carrier invoices and payroll deductions for accuracy and reconciliation
  • Coordinate drug screening and related compliance processes

HRIS & Data Management

  • Maintain HRIS workflows and employee data within Paycor or similar systems
  • Support onboarding workflows, reporting functions, and compliance-related tracking
  • Conduct regular audits to maintain data accuracy and system integrity
  • Monitor driver eligibility and compliance documentation related to MVR requirements
  • Assist with HR reporting and ongoing operational tracking

HR Team Oversight

  • Provide daily support and direction to HR Generalists
  • Review onboarding, employee records, guard card tracking, and termination documentation for accuracy
  • Assist with workload coordination and process consistency within the HR department
  • Support training and professional development efforts for HR staff members

Audits, Reporting & Risk Coordination

  • Conduct internal audits involving personnel records, certifications, onboarding documents, leave tracking, and benefits eligibility
  • Support compliance reporting and documentation preparation for HR leadership
  • Coordinate workers’ compensation intake documentation and claim-related tracking
  • Maintain organized records supporting compliance and audit readiness
  • Assist with EEO-1 preparation and other required reporting activities

Minimum Qualifications

  • Must be at least 18 years of age
  • Minimum of 5 years of progressive Human Resources experience
  • Experience supporting HR compliance, employee relations, benefits administration, and HR operations
  • Prior experience supervising or mentoring HR staff
  • Familiarity with employment laws including FMLA, ADA, ACA, FLSA, OSHA, and related compliance requirements
  • Experience working with HRIS platforms such as Paycor or comparable systems
  • Strong organizational, communication, and documentation skills
  • Ability to maintain confidentiality and exercise professional judgment
  • Must successfully pass a background check prior to employment
  • Must provide valid I-9 documentation authorizing employment in the United States

Preferred Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred
  • Experience supporting multi-state or operations-based workforces
  • Knowledge of Colorado FAMLI and HFWA compliance practices
  • Experience managing vendor relationships and benefits coordination
  • SHRM-CP, PHR, or comparable HR certification is a plus
  • Advanced proficiency with Microsoft Office and reporting tools preferred
